Yes. White tea comes from the same tea plant as green and black tea and therefore naturally contains caffeine, also known as theine. The added rose itself contains no caffeine. How much ends up in your cup depends on your dosage and steeping time. If you want a cup without caffeine, choose rooibos or a herbal infusion.

White tea has a delicate leaf and does not like boiling water. We recommend about 2 grams of loose tea per cup, water at around 80 degrees and a steeping time of 2 to 3 minutes. So let boiled water stand for a moment before you pour. Water that is too hot pushes away the gentle, slightly sweet taste of this blend.
